He has gained significant experience in administrative law and public economic law, focusing on public services, procurement and concessions, local authorities, joint ventures, urban planning and construction, state property, environment and energy, competition protection, and regulated sectors.
He regularly provides legal advice and assistance to public administrations, public companies, and private individuals, including in disputes before the Regional Administrative Court (TAR) and the Council of State.
He is the author of publications on various public economic law topics, particularly regarding the regulation of highways, ports, and energy infrastructure, as well as several contributions on administrative law.
Since 2023, he has been a Councilor of the Municipality of Sestri Levante (GE), with responsibilities for Maritime State Property, Legal Affairs and Contracts, Urban Planning and Private Construction, Implementation of the National Recovery and Resilience Plan (PNRR) Projects, Technology Services and Digital Transition, and Demographic Services.
Previously, he held other public positions, having been appointed in 2022 as a member of the General Council of the Regional Social Investment Foundation (FRIS) upon nomination by the Liguria Region and in 2013 as an expert of the European Committee of the Regions to the European Union for the preparation of the Opinion of the European Committee of the Regions — Framework on the future EU port policy (2014/C 114/11).
He is also currently a member of the Ligurian Association of Administrative Lawyers “Carlo Raggi”.
Luigi Ceffalo graduated in law from the University of Genoa in 2010, where, after obtaining a doctorate in “Logistics, Transport and Territory” from the Italian Center of Excellence in Integrated Logistics (CIELI), he collaborates as an expert in the subject with the Chair of Market Regulation and Competition Law.
He has been a member of the Genoa Bar Association since 2014 and has been qualified to practice before higher courts since 2023.
